Eldorado National-California has recalled certain model year 2005-2010 transit buses equipped with Ricon public use lifts due to a defect in the restraint belt system. The restraint belt is designed to prevent the lift from operating unless the belt tongue is fully engaged and latched in the buckle. However, Ricon discovered that an operator can insert the belt tongue into the buckle without fully engaging the latching mechanism, making it appear locked when it is not. This defect could allow the lift to move with a person on the platform even though the restraint belt is not properly secured, creating a risk of injury to the lift user.
To address this issue, Ricon will provide customers with a warning decal and a DVD-based training aid. The recall was expected to begin in May 2010. Owners of affected vehicles should contact Ricon Customer Service at 1-800-322-2884 or by email at www.dmata@wabtec.com to obtain the warning decal and training materials.

THE RESTRAINT BELT ON THESE LIFTS WAS DESIGNED TO PREVENT THE LIFT FROM MOVING, UNLESS THE TONGUE OF THE BELT IS FULLY ENGAGED AND LATCHED IN THE BUCKLE. RICON HAS DISCOVERED, HOWEVER, THAT IT IS POSSIBLE FOR THE OPERATOR TO INSERT THE BELT TONGUE INTO THE BUCKLE WITHOUT FULLY ENGAGING THE LATCHING MECHANISM. IN THIS CASE, THE RESTRAINT BELT WOULD APPEAR TO BE LATCHED, AND THE OPERATOR COULD RUN THE LIFT. IF THE RESTRAINT BELT TONGUE IS NOT FULLY ENGAGED INTO THE RESTRAINT BELT BUCKLE, AND LATCHED, THE LIFT MAY OPERATE WITH AN OCCUPANT ON THE PLATFORM.
