What happened

An electric scooter with a TUOS battery charger has been recalled due to serious electrical and fire hazards. The charger's power cable is not properly secured to its circuit board and relies only on soldering, which can fail. The charger's outlet connector is similar to standard household outlets, creating a risk that the charging plug under the scooter's seat could be accidentally connected to wall power (230V), exposing users to electric shock. Additionally, the batteries can be directly connected to mains electrical supply through the plug and battery unit, posing a risk of explosion and fire.

Further safety defects include lack of protective barriers in the charger's circuitry that could prevent conductor damage, and improper battery securing in the scooter that may allow the batteries to detach from their terminals and cause electrical shorts. The product poses a risk of: 1. Electric shock since: - the mains cable is not fixed in the printed circuit independently from soldering, - the live conductors may come into contact with low voltage parts or opposite pole, - the socket applied at the output part of the battery charger is similar to the ones used at connections of other appliances, thus the plug under the seat can easily be connected to mains supply (230 V). 2. Explosion and fire since: - the batteries can be directly connected to the mains supply (230 V) through the plug placed under the seat and the battery unit; - there are no diaphragms applied at soldering, therefore the conductors may cause defects in the regulatory circuit, - the batteries cannot be fixed properly in the battery space, their cables may be damaged and they can detach from terminals which could cause a short circuit. The product does not comply with the relevant European standard EN 60335.

The plastic covering of the electric scooter is fixed to an iron frame. The electric motor is placed into the rear wheel. The battery charger can be connected to the plug placed under the seat. The battery unit can be found under the footrest and includes 4 rechargeable lead acid batteries. Once removed, the battery unit can also be connected directly to the charger. The plastic housing of the battery charger is supplied with ventilation holes and includes all electronic parts. Main components of the electric scooter: plug under the seat for connecting the charger (10A 250V), cable in the battery space (2 x 1.5mm2 227 IEC 300/500V, WIRE & CABLE FACTORY), socket in the battery space (SY-007 A 027262), plug in battery unit (15A 250V~, SS-7B) and other parts. Main parts of the battery charger: mains plug with side earth contacts (16A 250V~ DJ-012 DONG JU); mains cable (H05VV-F 3G 0.75mm2 227IEC 53(RVV) 300/500V 2002010105021011 DONGJU); output cable (48V - ZHEN JIANG SHI HUACHENG DIAN ZI QI CAI YOU XIAN GONG SI 227 IEC52(RVV) 2 x 0.5mm2 300/300V); socket (10A250V~ Y3-EA005633); printed circuit (DS-MC-17 HUAXIA), and other components. Technical parameters: scooter: drive: 3 x 42V AC, auxiliary circuit: 12V DC; battery charger: input: 220V~ ±10% 50/60Hz 150W, output: 48V 1,7-2,5A Class II.
