A mobile phone travel charger branded BEST MOBILE on packaging and NEPTUNE on the charger has been recalled due to electric shock hazards. The charger, which comes in black plastic and is labeled for use with D800/D900 or 6101/N70 phones, has multiple safety defects including inadequate separation between electrical components, insufficient insulation barriers, and exposed conductors that could allow dangerous voltage to reach the output connector. The product fails to meet required European safety standards and the Low Voltage Directive.
The importer has been ordered by authorities to withdraw the product from the market and recall units from consumers. The distributor has also voluntarily stopped sales. The products pose a risk of electric shock because: - the construction of the converter does not comply with the requirements on safe separation of primary windings from secondary windings, - clearances, creepage distances and parameter of insulation between the mains part and output voltage do not comply with requirements even for basic insulation, - the length of conductors enables bypassing of double insulation in case of conductor release and a possibility of the presence of mains voltage on the output connector, - the product does not pass the voltage test between output connector and mains plugs even for basic insulation. The product does not comply with the Low Voltage Directive and the relevant European standards EN 60950, EN 61000 and 55024.
